China undercut everyone else with the cheapest manufacturing prices so they could get orders, then use those orders to train the Chinese labor force. Americans, Sareen argues, effectively paid for the Chinese training program themselves. One solution to bringing manufacturing back to America, according to Sareen, is to make it easier for apparel sewers to come from other countries to work in the US.
